Prior to this problem, did you move WordPress or change the URL settings?

The image is the same as many that have been posted here, usually related to moving wordpress or an incorrect url change.

I have even done a complete re-install of 2.9.2 in a new folder and done a database import from the old installation and it is still the same.

Yes but the old database will still point at any old URLs that were setup, the settings don’t update themselves. If you’re just importing, then chances are you’ve not updated the URL settings to match up with where WordPress is installed.

If you know what phpMyAdmin is, load it up, bring up your WordPress database, browse the options table, and look for the two rows with the option names .. site_url and home …

Once you know what those 2 values are, post them here.
